Inspection Checklist
How to Inspect Used Scooters Before Export
You can't test-ride a container. Here's the checklist that determines whether a unit ships at all, and what grade it's assigned — so you know what to ask for from any exporter, not just Luckwell.
The five checkpoints
| Engine | Starts cold, idles steady, no abnormal knocking or excessive smoke on startup |
| Frame & VIN | VIN matches documentation, no frame cracks, rust limited to surface level |
| Electrical | Headlight, taillight, indicators, horn, and ignition all function |
| Tires & brakes | Tread depth and brake response checked; noted if replacement is needed on arrival |
| Cosmetic condition | Paint, plastics, and seat condition assessed — this is what separates Grade A from B/C |
These same checks feed directly into the condition grade assigned to each unit — see the Grading Standard Guide for how A/B/C is defined.
Who does the inspection, and when
- Sourcing — units are pulled from inventory to match the buyer's confirmed model and quantity list.
- Inspection — each unit goes through the five checkpoints above, done by the exporter's own team, not the previous owner's word.
- Grading & photos — a grade (A/B/C) is assigned and photos are taken per unit.
- Buyer review — photos and grade notes are sent to the buyer before the balance payment, as a checkpoint before the container is loaded.
- Loading — once confirmed, units are SKD-packed and loaded.
Ask any exporter directly: who performs the inspection, and do you receive photos before the balance is due? If the answer is vague, that's the real risk in a sight-unseen wholesale order — not the vehicles themselves.
Third-party inspection option
Buyers who want an additional layer of verification can arrange their own third-party inspection (for example, through SGS or a local agent in Taiwan) at their own cost, run alongside the exporter's own report. This is optional and most repeat buyers don't use it once they've verified a supplier's inspection reports match what arrives — but it's a reasonable step for a first order at a larger volume.
Frequently asked questions
What does a pre-shipment inspection check on a used scooter?
A full inspection covers the engine (starting, idle, smoke, noise), frame and VIN, electrical system (lights, horn, ignition), tires and brakes, and cosmetic condition — the same checks that determine the unit's A/B/C grade.
Can I request my own third-party inspection before shipping?
Yes. Buyers are welcome to arrange a third-party inspection (such as SGS or a local agent) at their own cost before the balance payment, in addition to the exporter's own pre-shipment inspection report.
What documentation should I receive after inspection?
Photos of each unit, a condition grade (A/B/C), and notes on any mechanical or cosmetic issues found. This is provided before the balance payment is due, so it can be checked against the agreed order.
Does inspection happen before or after the deposit is paid?
Units are sourced and inspected after the deposit confirms the order, then photos and grade notes are sent before the balance payment and container loading — giving buyers a checkpoint before committing the full amount.
